Google, meanwhile, started selling shopping ads inside AI Mode answers and taking payment on Search.

The FTC says Amazon hid $20 billion in auction surcharges

What happened. The Federal Trade Commission and 22 state attorneys general sued Amazon, alleging it ran what advertisers were told was a second price auction and then quietly applied a “soft reserve” on top. Internal staff reportedly described the reserve as an invented auction participant standing in for Amazon’s own valuation of the slot. The complaint puts the effect at roughly $20 billion in surcharges across 1.2 million advertisers over seven years, more than 500,000 of them small and medium businesses, as reported by PPC Land and Retail Dive. Amazon rejects the claim, pointing to flat inflation adjusted cost per click from 2019 to 2024, conversion rates up 24%, and roughly $8 billion of bid savings passed back between 2021 and 2025.

Why it matters. Amazon Ads made $19.8 billion in Q2 2026, up 26%. If clearing prices drifted from 4% to 79% of clicks at full bid, the historical CPC benchmarks in your planning deck are describing a market that no longer exists. And Amazon removed the second price language from its own materials in October 2024, so anything you modelled before that date rests on a description Amazon itself withdrew.
What to do. Do not change bids because of a lawsuit. Do rebuild your bid to clearing price gap by month since 2020 from your own reports, so you know whether your account followed the same curve. Keep the evidence. If the case produces restitution, claims will be tied to spend records, not to memory.
Google puts shopping ads inside AI Mode answers

What happened. Researcher Brodie Clark captured shopping ads running mid answer in AI Mode rather than above or below it: a product carousel dropped into the generated text, plus a single sponsored product with model written attribute copy, plus a further sponsored block at the foot of the page. Google published nothing. No documentation, no advertiser notification, per PPC Land.
Why it matters. Your Shopping and Performance Max spend is already funding an inventory you cannot see, cannot exclude and cannot report on separately. That is a measurement problem before it is a creative one, and it sits alongside the wider shift covered in our September PPC news report.
Assume some share of your Shopping conversions this quarter came from AI Mode placements you never opted into. Segment by device and query type now, before Q4 volume buries the change in the noise.
AI Mode shows different sellers, at higher prices

What happened. Productrise tracked more than 2 million product listings across 100,000 plus result sets in the US and UK between 9 and 31 August 2026. Only 1.28% of Shopping carousel products showed up in AI Mode on an average day. Where a product did appear in both, the first listed seller was a different merchant 49.6% of the time, and prices disagreed on 38.1% of matches. AI Mode was the higher price in 68.4% of those cases, averaging 21.6% more.
Why it matters. Two assumptions break at once. Ranking in the Shopping carousel does not carry into AI Mode, and being cheapest does not appear to win there either. Productrise founder Hugo Huijer reads it as feed depth mattering more than price, which would reward the sort of attribute work described in our ecommerce marketing guide.
What to do. Pick twenty of your highest margin products. Run each as a conversational query in AI Mode and record which merchant is named first and at what price. If a reseller is fronting your own product at a higher price, fix the feed attributes and the offer data before you touch bids.
Merchant Center AI insights reach four more countries

What happened. Google widened Merchant Center AI performance insights, launched for US merchants in July 2026, to Australia, Canada, India and New Zealand. The report covers conversational queries with shopping intent across AI Mode and AI Overviews, in English only for now. Google’s framing is that merchants can see how brands surface in conversational queries and judge visibility by shopping stage.
Why it matters. It is the first official read on AI shopping visibility, and it lands in Merchant Center rather than Search Console or Google Ads. For Indian and Australian retailers this is the first month there is any data to baseline. Take the export now; you cannot backfill a baseline later.
Google takes payment on Search, starting with hotels

What happened. Google started rolling out hotel booking inside AI Mode for English language users in the US. A “Continue on Google” flow backed by Google Pay lets someone choose a room, read the cancellation policy and pay without leaving Search. The hotel or booking platform remains the merchant of record and handles service. Launch partners include Booking.com, Expedia, Marriott and Hilton. Flights still hand off to the airline.
Why it matters. Google promised agentic booking back in November 2025 without a date. This is the first category where it actually takes the money, and travel is usually the test bed before retail. Agentic checkout is no longer a slide in a keynote, which is why it now sits in the same conversation as the AI shifts in our AI marketing guide.
Merchant of record is the detail to watch. In this model Google owns the interface and the payment step while you keep the refunds, the chargebacks and the support tickets. Price that in before you opt into retail equivalents.
Alexa+ becomes a free Prime perk

What happened. Amazon completed the US rollout of Alexa+, its agentic assistant, and made it free for every Prime member. Everyone else pays $19.99 a month or gets limited text chat. Tens of millions used it during early access. Amazon says subscription services revenue rose 12% to $13.7 billion in Q2 2026, and that shoppers who tried Alexa+ took out Prime at a nearly 25% higher rate, according to Retail Dive.
Why it matters. Amazon is putting an assistant between its customers and its catalogue at Prime scale, weeks before Q4. Every reorder that happens by voice is a reorder that skips the search results page you were bidding on. Brand and review strength start doing work that placement used to do.
TikTok Shop bans review bait in the box

What happened. TikTok Shop published ten packing prohibitions for orders shipped to US customers, covering its approved fulfilment channels and third parties including Amazon Multi-Channel Fulfillment. Out go dropshipping direct from another retailer, unbought items slipped into the parcel, any insert asking for or incentivising a positive review, unauthorised marketing pamphlets, and several packaging safety practices. Violations count under fulfilment and after sale conduct in the Account Health Rating, and dropping below 150 points blocks new listings and campaign access.
Why it matters. The review card with a QR code and a gift offer is standard practice for a lot of sellers. It is now a rule breach that can switch off your ads, not only your listings. Sellers running the same inserts across marketplaces should read the affiliate and compliance guidance on incentivised reviews before the next print run.
Tariff refunds land, and go into price cuts

What happened. After the Supreme Court ruled in February 2026 that tariffs imposed under the International Emergency Economic Powers Act were unlawful, roughly $100 billion in collected duty went back out. Walmart recognised about $2.9 billion, Target $994 million pre tax in Q2, Home Depot $730 million, per Modern Retail. None of it is being handed to shoppers as a refund. Walmart is running rollbacks across food, general merchandise and fashion instead.

Why it matters. A rival with a $2.9 billion cushion can hold a promotional price through Q4 that a smaller seller cannot match. If you sell in the same categories, plan for deeper big box discounting from October and defend on delivery speed, bundles or service rather than headline price.
Retail media keeps spreading past the big three

What happened. Ace Hardware’s RedVest Media added incrementality measurement, creator matching through Influential, DoorDash storefront ads and weather triggered programmatic that shifts messaging on rainfall, snowfall, air quality and an EV index. The network reaches 80 million plus loyalty members across 5,300 US stores. VP Molly Hjelm noted that 91% of Ace shoppers on DoorDash have never walked into an Ace store. Why it matters. Digiday’s 26 August research of 125 marketers found 89% advertising on Amazon, 47% on Walmart Connect and 32% on Target’s Roundel, with Roundel budgets roughly doubling year on year. The long tail is where incrementality claims are still testable and inventory is not yet priced to the ceiling, a point we expand on in the ad tech news report.
Holiday 2026 starts in October and runs on AI

What happened. Microsoft Advertising published holiday research covering the US, UK, Australia and EMEA. Three quarters of US shoppers, 76%, plan to use AI to plan seasonal spending, with 74% in Australia and 70% in the UK. The average holiday conversion journey runs 52 days. October carries the first click for 56% of November conversions and 35% of December conversions, and 63% of US consumers start before Halloween. Inspiration queries such as gift guides tripled year on year.
Why it matters. A 52 day journey means the budget that decides your Black Friday was spent in early October. Cutting upper funnel spend in October to protect a November target is the most common Q4 mistake, and this data prices it. Set your measurement window before the season, not after, using the approach in our marketing analytics guide.
Two things we expected to report and could not. Shopify published no product release in this window that we could verify from its own changelog, and there was no confirmed general retail agentic checkout launch from Google or OpenAI beyond the hotel flow above. Both are worth watching before Black Friday.

One thing first: export Merchant Center AI performance insights, because in Australia, Canada, India and New Zealand this is week one of the only official AI shopping data you will get, and there is no way to recover a baseline you did not take. After that, pull your Amazon bid to clearing price gap by month since 2020 and file it. Then audit whatever goes into your parcels against TikTok Shop’s ten rules, since one review card can cost you campaign access. And book your October budget now, at the level the 52 day journey implies, not the level that feels safe.
