September 2026 is the month Google Ads takes the wheel. Campaign-level broad match and automatically created assets are being upgraded to AI Max from 1 September, budget-capped Target CPA campaigns stopped overdelivering on 17 August, and language targeting leaves Search in late September. Meanwhile ChatGPT Ads passed a $1 billion run rate.

AI Max upgrades begin for broad match and ACA campaigns

What happened. The timeline Google’s Brandon Ervin set out in an Ads blog post updated on 11 June 2026, and confirmed by Search Engine Land, kicked in on 1 September. Search campaigns using campaign-level broad match or standalone automatically created assets are being upgraded to AI Max in waves through the month. Dynamic Search Ads get in-account notices now but the forced upgrade moved to February 2027. Google claims an average of 7% more conversions at similar CPA or ROAS when all three AI Max features run together.

On 20 August, Google also shipped the tools to test that claim yourself. Per its announcement, AI Max experiments now run with brand and location controls switched on, Performance Planner models bid and budget changes with one-click apply, and from September one experiment can test budgets and ROI targets across several Search campaigns.

Why it matters. The upgrade turns on search term matching, text customisation and final URL expansion by default. That is three new ways for spend to reach queries, copy and pages you did not choose. And it lands in the run-up to Q4.

What to do. Open every upgraded campaign this week. Add brand exclusions, switch off final URL expansion where the landing page is load-bearing, and read the search term report daily for a fortnight. Our PPC guide has the full AI Max control checklist.

Target CPA and ROAS stop overperforming

What happened. Google changed how target-based bid strategies behave when a campaign is limited by budget. The help page gives the example plainly: a $10 Target CPA campaign that had been landing at $5 will now trend towards $10 unless you change something. Search, Shopping, Performance Max, Demand Gen, Hotel and Travel are in scope; App, Video Reach and Video View are not. Search Engine Journal reported it on 12 August, five days before it went live.

Why it matters. This is the one change worth acting on first. Plenty of accounts run a loose target and a tight budget and quietly collect CPAs well under target. That free efficiency is gone. The same campaigns now spend to the target, which reads as a CPA increase with no volume gain.

What to do. Pull 30 days of budget-limited campaigns, compare actual CPA or ROAS with the target, and reset targets to recent actuals. If you want volume rather than a cost figure, move to Maximize Conversions or Maximize Conversion Value.

Language targeting leaves Search campaigns

What happened. On 13 August 2026 Google told advertisers the campaign-level language setting will be removed from Search and AI Max for Search campaigns in late September. Google will infer language from your ads and landing pages plus what it knows about the user. PPC Land notes this was originally due by the end of 2025, and that Performance Max, previously exempt, is now in scope for its Search inventory.

Why it matters. Single-language structures still work. The risk sits with accounts that used language as an audience proxy, for example English-only campaigns in India or the UAE to filter low-intent traffic. That lever is gone.

What to do. Check that every ad group’s copy and landing page are in the language you want to reach, then watch search terms and geographic reports for four weeks after the switch.

The seven-day offline conversion trap

What happened. Consultant Adriaan Dekker surfaced a line in Google’s attribution documentation that most B2B advertisers had missed. The daily attribution engine only processes conversions from the last seven days. An offline conversion uploaded later still lands in standard columns, but data-driven attribution and the reports built on it (model comparison, conversion paths, assisted conversions) skip it.

Why it matters. Data-driven attribution feeds Smart Bidding. If your CRM syncs closed deals fortnightly, bidding is learning from a thinner, faster-converting slice of your pipeline than the one you report to the board. Long-cycle B2B, education and property advertisers are most exposed.

What to do. Upload daily. Where the sale takes longer, upload an earlier stage (qualified lead, demo booked) inside the window and treat closed-won as a reporting conversion. The marketing analytics guide covers how to structure conversion actions for this.

Local Services Ads become Performance Max campaigns

What happened. The first migration wave started in August for US home and storefront service businesses: plumbing, HVAC, electrical, appliance repair, cleaning, lawn care, roofing, pest control and moving. Each Local Services account becomes a Performance Max campaign with a pay-per-lead goal inside Google Ads. Settings, photos, lead history and the verified badge move across; historical performance reports do not. Weekly budgets convert to daily averages, manual bidding and industry-level Target CPA are dropped, and, per Search Engine Journal, BBB callouts end. Service-area businesses follow in late 2026 and non-US accounts in 2027.

Why it matters. You still pay per lead, but one campaign-level Target CPA now covers every service category. A locksmith lead and a roofing lead get the same target unless you split campaigns.

Exact and phrase match ads tested inside AI Mode

What happened. Until this month only broad match with Smart Bidding, AI Max, Shopping and Performance Max could serve ads in AI Mode. On 4 September, PPC specialist Anthony Higman reported exact and phrase match keywords serving there across several accounts, and Google’s Ads Liaison Ginny Marvin confirmed it.

Marvin added that restrictive matches are limited to queries with explicit, direct intent.

Why it matters. Advertisers who kept tight match types to stay out of AI surfaces are now, at least in the test, inside them. What to do. Look for new query patterns in exact-match ad groups from the first week of September. If you see conversational queries, decide now whether you want them.

ChatGPT Ads: $1 billion run rate and a global self-serve rollout

What happened. OpenAI told Digiday on 31 August that ChatGPT Ads reached a $1 billion annualised run rate (roughly $83 million a month) less than 200 days after its 9 February 2026 launch, with tens of thousands of advertisers. Self-serve Ads Manager then opened to India, Europe, the Middle East and North Africa in the week of 4 September, per Search Engine Roundtable, alongside an Ads Manager plugin that builds campaigns from inside ChatGPT, budget pacing, extra conversion-matching fields, and a rule that shopping results only show brands with a connected product feed.

Sensor Tower data reported by PPC Land on 1 September adds texture: about 1,200 unique US advertisers in August, financial services up from 2% to 13% of US spend since April, and carousel ads at 23% of US desktop impressions in late August. The default bid strategy, “Maximize results”, does not guarantee a CPA or ROAS, per OpenAI documentation quoted by PPC Land.

Why it matters. A $1 billion channel with a self-serve console in India and the Gulf is no longer an experiment for US enterprise brands. The feed rule is the real story for retailers: no feed, no shopping placement, whatever the budget.

Microsoft Advertising: AI Max, Max CPC removal and holiday data

What happened. Microsoft’s August product post made AI Max for Search generally available as an optional feature set, extended Ad Preview Hub to Performance Max worldwide, added PMax uplift experiments and search term reporting, scheduled age and gender exclusions for PMax for 8 September, and opened a read-only MCP server connecting account data to Copilot, ChatGPT and Claude. Separately, Search Engine Journal reported on 20 August that from 1 October 2026 Max CPC disappears from new non-portfolio campaigns on Target CPA, Target ROAS, Maximize Conversions, Maximize Conversion Value or Maximize Clicks. Existing campaigns and portfolio strategies keep it.

On 3 September, Microsoft’s holiday trends post put numbers on Q4 timing: the average holiday conversion path runs 52 days, October holds the first click for 56% of November conversions, and 76% of US shoppers plan to use AI to plan seasonal spending.

Why it matters. Microsoft is following Google’s playbook a few months behind, which gives you both a preview and a fallback. If you rely on Max CPC caps with Maximize Clicks, build those campaigns before 1 October.

What to do. Run a PMax uplift experiment in September, and use the 52-day figure to launch holiday campaigns in early October rather than November.

Google keeps its ad exchange

What happened. Judge Leonie Brinkema declined the Department of Justice’s request to force a sale of AdX. Instead, per AdExchanger, Google must share real-time bids with rival ad servers, retire Unified Pricing Rules so publishers can set per-bidder floors, and stop using first-look and last-look advantages on open-web display. The written ruling stays sealed for 14 days.

Why it matters. For a search buyer, nothing changes this quarter. For Display and Demand Gen buyers, publisher floors may rise as competition for inventory improves. The full analysis is in our programmatic and ad tech news.

Policy updates and smaller changes worth a diary note

  • Alcohol policy, 30 September 2026. Google moves to one global alcohol framework that explicitly permits mixers, accessories and home-brewing kits where local law allows. Advertisers in markets that only allow 0% alcohol ads must apply for certification; existing permissions are revoked that day.
  • Personalised alcohol ads on YouTube, 30 October 2026. Allowed where locally permitted, but not yet in Egypt, India, Indonesia or Poland.
  • Google Tag Gateway for Advertisers, 3 September 2026. The Akamai and Fastly setups left beta, joining Cloudflare as first-party tagging routes.
  • Demand Gen budget floor. Two Octobers reports that Google’s recommended Demand Gen budget fell from $100 a day or 20 times target CPA to 10 times target CPA, and that a branded search lift conversion type now exists for YouTube and Demand Gen.
  • Standalone Display campaigns, January 2027. Creation ends and remaining campaigns move into Demand Gen, per Search Engine Journal. Not new this month, but the clock is running.

Warning: the Demand Gen change lowers the recommended budget, not the auction price. A campaign at 10 times target CPA takes longer to leave learning. Give it three weeks before judging it.

What the latest CPC data says

The freshest audited numbers predate this window. Alphabet’s Q2 2026 10-Q shows Google Search and other revenue of $63.3 billion, up 17% year on year, with paid clicks up 13% and cost-per-click up 3%. Read those two figures together: growth is coming from more clicks, many in AI surfaces, not from a sharp price rise. Third-party benchmarks disagree by vertical, so treat any single “average CPC” claim with care. Alphabet reports Q3 in late October; if clicks stay in double digits while CPC stays low single digits, AI Mode is adding auctions rather than inflating them.
