PPC (pay-per-click) is paid search advertising: you bid to show an ad against a query and pay when someone clicks. In 2026 the auction is run by Smart Bidding, keywords are being folded into AI Max, and ads now appear inside AI answers on Google and ChatGPT. This guide explains each piece with sourced numbers.

How the paid search auction works in 2026

Every time someone searches, Google runs an auction among advertisers whose keywords, feeds or AI Max signals are eligible for that query. Each ad gets an Ad Rank, which decides whether it shows and where. Ad Rank combines your bid, the quality of the ad and landing page at the moment of the auction, the competitiveness of the auction, the context of the search (device, location, time) and the expected effect of assets such as sitelinks and callouts (Google Ads Help).

You pay the minimum needed to beat the ad below you, not your full bid. That rule has not changed. What has changed is who sets the bid. In most accounts a Smart Bidding strategy sets a different bid for each auction using signals no human can see, so “the bid” is now a target you set (a CPA, a ROAS, or a budget with no target) rather than a number you type.

The other shift is inventory. Google reported Search and other advertising revenue of $63.3 billion in the second quarter of 2026, up 17% year on year (CNBC), on total Alphabet revenue of $119.8 billion (9to5Google). Search ads are still growing fast a year into AI Overviews and AI Mode. But Optmyzr’s Q1 2026 review of its client accounts found impressions down year on year while CTR rose and conversion rate dipped, which it attributes to AI Overviews and new results layouts (Optmyzr). Fewer impressions, each worth more. Plan for that.

Quality Score and Ad Rank

Quality Score is a 1 to 10 diagnostic reported at keyword level. It has three components, each rated above average, average or below average against competing advertisers over the past 90 days: expected click-through rate, ad relevance and landing page experience (Google Ads Help).

Two things people get wrong. First, the visible score is not used in the auction. Google’s own help page states that Quality Score “is not an input in the ad auction” and should not be treated as a KPI. The live quality assessment that does affect Ad Rank happens per auction and is never shown to you. Second, a low visible score on a broad match keyword can be meaningless. Optmyzr’s 2026 analysis documents accounts where broad match keywords show a Quality Score of 2 or 3 while hitting their ROAS target, because the score is built on 90 days of exact-term history and broad match keeps finding queries outside that window (Optmyzr).

So use Quality Score as a smoke detector, not a scoreboard. A “below average” landing page experience on a high-spend keyword is a real problem worth fixing this week. A 4 on a broad match keyword that converts is noise.

What actually moves the three components

Expected CTR responds to ad copy that names the thing searched for, and to assets (sitelinks, callouts, images) that make the ad larger. Ad relevance responds to tighter ad groups where the headline mirrors the keyword theme. Landing page experience responds to speed, mobile layout, and a page whose first screen answers the query. Campaign types: Search, AI Max, Performance Max, Demand Gen, Shopping and App

Google Ads in September 2026 has fewer, broader campaign types than it had two years ago. Video Action campaigns finished upgrading into Demand Gen by April 2026, and Google Display campaigns are moving into Demand Gen too, with a voluntary migration tool rolling out from June 2026 (Google Ads Help). Dynamic Search Ads are being folded into AI Max, with new DSA creation ending in September 2026 and the format sunsetting in February 2027 (Google).

AI Max for Search

AI Max is a layer you switch on inside a Search campaign. It has three parts: search term matching (broad match plus keywordless matching learned from your keywords and ads), text customisation (headlines and descriptions generated from your ads, landing page and assets), and final URL expansion (sending the click to the most relevant page on your site). Controls include brand inclusions and exclusions, a location of interest setting, and URL inclusions and exclusions. Reporting adds an “AI Max” match type in the search terms report and a source column showing whether a match came from broad match or keywordless expansion (Google Ads Help).

Google says campaigns using all three features see 7% more conversions or conversion value at a similar CPA or ROAS compared with search term matching alone (Google). That is a modest number for a feature Google is pushing this hard, and it is Google’s own figure. Test it with the one-click experiment before trusting it.

September 2026 deadline. Google stopped the creation of new campaign-level broad match and legacy automatically created assets on 3 August 2026, and is auto-upgrading existing campaigns that use them to AI Max between 1 and 30 September 2026 (Search Engine Land). Performance Max in 2026

Performance Max (PMax) buys across every Google surface from one campaign, steered by your goals, assets and feed. The complaint for years was opacity. That has eased. Channel performance reporting, search terms reporting and campaign-level negative keywords arrived in 2025, and 2026 adds first-party customer list exclusions (so PMax stops spending on people who already bought), budget projections that forecast end-of-month spend, age and gender breakdowns in audience reporting, and placement reports segmented by network (Google). Customer list exclusions are the one worth switching on first if you sell repeat-purchase products, because PMax otherwise loves to retarget your best customers and claim the credit.

Demand Gen

Demand Gen is now Google’s home for YouTube, Shorts, Discover, Gmail and Display inventory, with channel controls that let you run YouTube only if you want (Google Ads Help). At Google Marketing Live on 20 May 2026 Google added creator partnership tools and AI-assisted formats to it (Google). Treat it as a paid social channel that happens to live in Google Ads, and measure it like one. Our video marketing guide covers the creative side.

Smart Bidding: what changed in 2026

Smart Bidding is Google’s per-auction bidding using conversion data. The strategies are Maximise conversions, Maximise conversion value, Target CPA, Target ROAS, and (for Demand Gen) Target CPC. Google says it shipped more than 20 improvements to Search and Shopping bid strategies between January 2025 and March 2026 (Google). Four of the 2026 changes matter for how you run an account.

1. Bidding target optimisation (17 to 27 August 2026)

This is the change worth acting on first. Before August, a Target CPA campaign that was limited by budget often beat its target, because the system spent the scarce budget on the cheapest conversions. Since the rollout completed on 27 August 2026, budget-limited Target CPA, Target ROAS and Target CPC campaigns “optimise more consistently to your target”. Google says it will not directly increase spend, but campaigns that were over-performing their targets may lose volume, and Google does not adjust your targets for you. It offers a Target Adjustment Tool in account notifications and asks advertisers to wait one or two conversion cycles before judging (Google Ads Help). Notifications started on 6 July (MediaPost). If your targets were set loosely years ago and the campaign quietly delivered better, tighten them now or you have handed Google permission to spend to the loose number.

2. Smart Bidding Exploration

Exploration lets you give Target ROAS a tolerance so the system can bid on less obvious queries it would otherwise skip. Google reports 27% more unique converting users on average for Search campaigns using it (Google). On 15 June 2026 Google expanded it in beta to Performance Max campaigns without a feed and to Shopping (MediaPost). “More unique converting users” is not “more profit”, so pair it with new-customer reporting before you celebrate.

3. Campaign total budgets and demand-led pacing

Campaign total budgets (a fixed amount over a date range instead of a daily cap) are live for Search, Shopping and PMax and cut manual budget adjustments by 66% on average, per Google. Demand-led pacing, which moves daily spend up and down with demand inside a monthly budget, was announced as coming in the following months (Google).

4. Promotion mode and journey-aware bidding

Promotion mode, in beta since June 2026, lets you temporarily change a bid strategy for a sale window and revert afterwards (MediaPost). Journey-aware bidding, in beta, lets Target CPA optimise on full lead-to-sale data rather than form fills (Google). For lead generation this is the feature that decides whether Smart Bidding chases cheap junk leads or real revenue, and it only works if you feed offline conversions back. See the conversion tracking section below.

How much data Smart Bidding needs. Google’s guidance is to evaluate over a period with at least 30 conversions for Target CPA and 50 for Target ROAS, usually a month or more (Google Ads Help). Below that, use Maximise conversions with no target and let it learn.

Match types, keywords and negatives in 2026

There are still three match types, but none of them means what the name says. Exact match includes close variants, reordered and implied words and paraphrases Google judges to carry the same intent. Phrase match covers queries that include the meaning of the keyword. Broad match uses your landing page, other keywords in the account, the searcher’s context and your bid strategy to decide what is relevant (Google Ads Help).

Budget has followed the loosening. Optmyzr’s study of 30,000 Search accounts for February 2026 found exact match’s share of spend down from around 39.5% in 2022 to around 30%, with broad match now the largest match type by budget. Exact match still leads on CPA and ROAS, broad brings volume at lower efficiency, and phrase match posted the highest conversion rate in ecommerce accounts (Optmyzr).

A working approach

Keep exact match for brand and for the 20 to 50 non-brand queries you know convert. Put broad match (or AI Max) on Target CPA or Target ROAS with real conversion data behind it, and never on manual bidding. Then run negatives weekly. Broad match without negatives is how accounts spend on job seekers, students and people looking for free templates. Note one AI Max quirk: when you enable it, broad match keywords are no longer prioritised as if exact, so add exact copies of your most important keywords to keep that priority (Google Ads Help).

Language targeting is also going. From September 2026 the campaign-level language setting disappears from Search and Performance Max, replaced by automatic detection that favours the ad and landing page matching the language of the query (PPC Land, 14 August 2026). If you run English ads into India or the UAE, watch for Hindi or Arabic queries appearing in search terms this month.

Conversion tracking, enhanced conversions and Consent Mode

Smart Bidding is only as good as the conversions you feed it, and 2026 changed the plumbing. Since April 2026 Google Ads accepts user-provided data from website tags, Data Manager and API connections at the same time. Since June 2026, enhanced conversions for web and enhanced conversions for leads are one feature with a single on and off switch at account or conversion action level, and offline conversion uploads have moved to the Data Manager API. Existing users who accepted the customer data terms were migrated automatically (Google Ads Help).

Enhanced conversions send hashed first-party data (email, phone, address) with the conversion event so Google can match conversions that cookies miss. For lead generation, the full stack is: enhanced conversions on the form, a CRM that stores the Google click ID, and offline conversion imports of qualified leads and closed deals through Data Manager. Then journey-aware bidding has something to bid towards.

Consent Mode

Consent Mode v2 has been mandatory for advertisers using Google Ads audience and measurement features in the European Economic Area, UK and Switzerland since March 2024. It adds two signals, ad_user_data and ad_personalization, to the consent state your banner passes to Google tags, and when consent is denied Google models the missing conversions (Google Ads Help). The practical point: enhanced conversions data is discarded if ad_user_data is not granted. A consent banner that defaults everything to denied and never re-asks quietly starves your bidding. Budgets and benchmarks by industry

The most-cited benchmark set is WordStream by LocaliQ’s annual study, which in its 2026 edition covers thousands of Google Ads and Microsoft Ads search campaigns across 20 industries from April 2025 to March 2026 (WordStream, via Search Engine Journal). These are US-weighted small and mid-size advertiser numbers. Treat them as a sanity check, not a target.

Year on year, real estate had the biggest CPC increase at 27.27%, education CTR rose 31.71%, travel cost per lead fell 39.35% and career and employment conversion rate dropped 29.42% (Search Engine Journal). The “n/a” cells are figures the published summary does not break out; the full report lists all 20 industries.

Setting a budget

Work backwards from the conversion you want. If your industry cost per lead is about $130 and you want 40 leads a month, you need roughly $5,200 before you have learned anything. Smart Bidding needs those 30 to 50 conversions a month to work, so a $500 budget in legal buys a handful of clicks and no learning. Either narrow to a city and a single service, or pick a channel where $500 goes further. Optmyzr’s Q1 2026 data found accounts spending $10,000 to $50,000 a month delivered higher ROAS than smaller and larger tiers (Optmyzr), which fits: enough data to learn, not so much that you are buying the marginal query.

For India, the UAE and the UK, we have not found an audited public benchmark equivalent to the WordStream set. Agency-published Indian CPC ranges vary by a factor of ten or more between sources, so use your own account’s first 90 days as the benchmark and ignore the blog numbers. Microsoft Advertising in 2026

Bing held 4.5% of worldwide search in August 2026 against Google’s 91.1% (Statcounter), with a far higher share on desktop and in the US, which is why B2B and finance advertisers tend to see cheaper, older, higher-income traffic there. The platform is also the ad layer for Copilot, and Microsoft has been shipping Google’s feature set with a lag of a few months.

The August 2026 product update, published 27 August, is the biggest of the year. AI Max for Search is now generally available, doing for Microsoft what Google’s AI Max does: expanded query matching, asset personalisation and URL routing, including on Copilot surfaces. Performance Max gained uplift experiments (conversion lift against a comparable non-PMax control), wider search term reporting, age and gender inclusion and exclusion (general availability by 8 September 2026) and Ad Preview Hub. LinkedIn job seniority targeting, with ten standardised levels from CXO to entry, is generally available for Search and Audience campaigns. And Max CPC is being removed from new non-portfolio campaigns that use Target CPA or Target ROAS from 1 October 2026 (Microsoft Advertising).

The same post opened a read-only Microsoft Advertising MCP server that lets Copilot, ChatGPT or Claude query live account data for audits and reporting. That is a small thing that will become a big thing: it is the first major ad platform to let an AI assistant read your account through an open protocol.

Import, then diverge. Import your Google campaigns to Microsoft to start, but within a month rebuild bids and negatives from Microsoft’s own data. The LinkedIn profile targeting (company, industry, job function, now seniority) has no Google equivalent and is the reason to be there for B2B.

Ads inside AI answers: AI Mode, AI Overviews and ChatGPT

This is the part of paid search that did not exist in 2024. Three things are true in September 2026: Google is testing ads that sit inside AI Mode answers, Google’s AI Max and PMax campaigns are the way into them, and ChatGPT runs its own ad platform that reached a $1 billion annualised run rate in under 200 days.

Google: AI Mode and AI Overviews

At Google Marketing Live on 20 May 2026 Google announced a set of Gemini-built formats for AI Mode and Search (Google):

  • Conversational Discovery ads answer the person’s specific question inside the AI response with Gemini-generated creative, next to an independent AI explainer. Fed by Performance Max and AI Max for Search. In testing.
  • Highlighted Answers place a relevant ad inside AI Mode’s recommendation lists when someone is comparing options. Fed by AI Max for Search. In testing.
  • AI-powered Shopping ads pull products from the feed and generate an explainer for why they fit. Fed by AI Max for Shopping. Announced for the coming months.
  • Business Agent for Leads replaces a lead form with a chat agent trained on your website inside the ad. Fed by Performance Max and AI Max.
  • Direct Offers, a pilot running since January 2026 with Chewy, Gap and L’OrĂ©al, bundles promotions and native checkout into AI Max ads.

Google’s own commissioned Ipsos survey from December 2025 claims 75% of people make faster, more confident decisions using AI Mode (Google). Take that with the salt it deserves. What is not in dispute is the eligibility rule: you cannot buy AI Mode placements directly. You get them by running AI Max, Performance Max or Shopping, which is a large part of why Google is retiring keyword-only settings this month. Google has not published a global rollout date; the test began with US English queries. ChatGPT ads

OpenAI began a US pilot of ads in ChatGPT on 9 February 2026 for logged-in adults on the Free and Go tiers, opened a self-serve Ads Manager to US businesses on 5 May, added the UK, Japan and South Korea in July, Mexico and Brazil in mid-August, and 31 European markets in late August. On 31 August OpenAI said the business had passed a $1 billion annualised run rate with tens of thousands of advertisers (OpenAI). Ads are labelled units at the bottom of a response and do not change the answer. Pricing is CPC or CPM, a carousel format arrived in August and made up 23% of desktop placements in the second half of that month, and measurement runs through a pixel, a Conversions API and a LiveRamp integration. Sensor Tower counted about 1,200 US advertisers in August, growing 43% a month since May, while Adthena counted 7,378 distinct advertisers worldwide in one July week. Financial services went from 2% of spend in April to 13% in August (PPC Land, 1 September 2026).

Should you buy ChatGPT ads? If you sell software, financial products or travel to US or UK consumers, yes, with a small test budget, because those are the categories already crowding in and the auction will not get cheaper. For everyone else, the conversation intent data is thin and attribution is still pixel-and-CAPI basic. An account structure that works in 2026

The old model of hundreds of single-keyword ad groups is dead, killed by close variants and Smart Bidding, which needs data pooled rather than sliced. The 2026 structure is small. Separate what needs a different target or a different message, and merge everything else.

Rules that hold up

Keep brand in its own campaign with exact match and a Target impression share bid, and exclude brand from PMax and non-brand campaigns using the brand exclusion list. Otherwise every automated campaign will spend on your brand and report a wonderful ROAS you were getting anyway. Split by country or currency, because Smart Bidding needs the conversion value in one currency to learn, and because the same CPA target is wrong for India and the UAE. Split by conversion type where the value differs a lot (a demo request versus a newsletter signup). Do not split by match type, device or time of day; use bid adjustments and let the algorithm learn from the pooled data.

Ad groups: 5 to 20 tightly themed keywords each, with responsive search ads that pin only the headline you need for compliance. Report on outcomes first, auction metrics second, and diagnostics last. Cost per acquisition and return on ad spend are the outcomes. Conversion rate, CPC and CTR explain them. Impression share, Quality Score and search terms are diagnostics you read when something moves.

Two habits matter more than any dashboard. Compare Google Ads conversions with your CRM or order system every month, because the ad platform will always count more. And write down every change with a date, so when performance moves you can tell a Google update from your own edit. September 2026 is a month with several migrations landing at once (AI Max upgrades, language targeting removal, the target optimisation change), which PPC Land notes will make performance analysis harder than usual (PPC Land). Annotate everything.

Your first 30 days on a new account

Week one is measurement only. Install the Google tag, switch on enhanced conversions, set primary conversion actions (one or two, not eight), configure Consent Mode if you serve the EEA or UK, and link Google Ads to GA4 and Search Console. Nothing else until the test conversion shows in the account.

Week two, launch brand search on exact match and one non-brand Search campaign of 3 to 5 ad groups on Maximise conversions, with a negative keyword list built from the obvious excluders (free, jobs, salary, course, DIY, and your competitors if you do not want them). What is AI Max in Google Ads?
AI Max is a setting inside Search campaigns that adds broad and keywordless search term matching, AI-written ad text and automatic landing page selection, with brand, location and URL controls. Google reports 7% more conversions at similar CPA with all features on. From September 2026, campaigns using campaign-level broad match or automatically created assets are being auto-upgraded to it.
Does Quality Score still matter in 2026?
Yes as a diagnostic, no as a KPI. Google states the visible 1 to 10 Quality Score is not an input in the ad auction; a live quality assessment is. Use the three component ratings (expected CTR, ad relevance, landing page experience) to find weak ads and pages, and ignore low scores on broad match keywords that hit their target.
